Precise Systems is seeking an experienced Database Programmer/Administrator to support the Evolved Sea Sparrow Missile (ESSM) All-Up Round (AUR) Engineering Branch at the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
The candidate will be the System Manager for the XFRACAS Computer Application.
XFRACAS is a web-based Failure Reporting, Analysis and Corrective Action System (FRACAS) application that tracks ESSM AURs world-wide.
This system includes all problems reported for maintenance, testing, transportation, storage and firing of the ESSM missile system.
All work performed on site, in Oxnard, California.
No remote delivery authorized
Duties:
Responsible for tracking FRACAS users, supplying users with necessary permissions, and creating FRACAS system metrics
Provide onsite technical assistance to resolve issues with the data systems operation
Support ESSM FRACAS teleconferences attended by both NSCW PHD and NATO SeaSparrow Program Office (NSPO) personnel
Responsible for creating custom reports, modifying screens and forms, and providing users assistance with utilizing the application
Provide feasibility analyses, trade-off studies, risk analysis, requirement definition, and planning documentation relative to programming needs
Provide presentation material and documentation to document the results and recommendations for the data system and programming plans and studies.
Skills:
Must be fluent in SQL and knowledgeable in database design and utilization
Must be skilled programming in C/C++, Adobe Acrobat, Java, Project, Access, HTML, etc
Must be comfortable working in Windows, Linux, and Unix OS environments.
Familiarity with Electrical & Electronics Engineers/Electronic Industries Alliance (IEEE/EIA) Standard 12207, Standard for Information Technology is desired.
Familiarity with SECNAV Instruction 5239.
3B, Department of the Navy Information Assurance Policy is desired.

Required Education:
Bachelor’s degree in computer science, chemistry, or similar major
Master’s degree in computer science, chemistry, or similar major is a plus
Higher education a plus but not necessarily required.
Required Experience:
At least 5 years of real-world industry or government experience programming and administrating databases and other large software projects.
Leadership experience is a plus but not required.

Able to obtain and maintain a Secret Security Clearance.
This position is covered by the Service Contract Labor Standard under a Wage Determination.
