Under the supervision of the child care services manager, the child care services supervisor (Parent Services) shall be responsible to:
1.
Train, supervise, and conduct timely performance reviews of the assigned parent services specialists, parent services intake specialists, program support specialists, and/or programs information representatives.
Conduct positive progressive intervention as needed and prepare timely related documentation.
2.
Engage in the promotion of staff development and continuous learning through training, observation, coaching, and supervision.
3.
Review case files (physical and electronic) to ensure compliance with contractual, county, federal, and/or state requirements.
4.
Monitor enrollments, recertifications, transfers, attendance, and terminations.
Resolve case-related transfers between funded programs.
5.
Make direct caseload assignments.
6.
Provide technical assistance with caseload management database system, including advising on system improvements.
7.
Monitor and resolve database issues and review random data entry performed by direct reports.
8.
Conduct unit meetings with specialists to review unit activity, review new and updated regulations and procedures, discuss monthly safety topic, and other topics as needed.
9.
Conduct individual meetings as needed, track and supervise caseloads, and provide general support.
10.
Conduct monthly case audit reviews of parent files, report repeated errors findings to the child care services manager, and follow up on findings.
11.
Visit each out-station periodically where applicable for Stage 1.
Participate in necessary Ventura County planning meetings.
12.
Handle family and/or provider grievances needing supervisory-level resolution.
13.
Resolve overpayment, family fee, and attendance sheet issues needing, but not limited to, supervisory-level resolution.
14.
Participate in the development and/or revision of department policy and procedure manual.
15.
Provide and/or assist with periodic reports as required by funders and management.
16.
Attend and participate in community partner and all other required meetings.
17.
Develop and revise best-practices procedures.
18.
Assist with contract monitoring review and audits.
19.
Plan and execute mass enrollments as needed to meet program requirements.
20.
Perform other duties as assigned.
*EMPLOYMENT STANDARDS*
*Required Education and Experience:*
· Minimum of an associate degree in sociology, behavioral science, psychology, human service, public administration, child development, or related field.
· Minimum of three years’ paid work experience in a social service administrative position, which included program planning, organizing and caseload management.
Experience must include a minimum of one year of staff training and supervision or lead position.
· _Alternate Qualifications: A non-related degree or a minimum of 30 completed college units toward a degree __*and*_ _a minimum of five years’ case management experience in a California state-subsidized child care program may substitute for the associate degree.
Those hired with only the minimum completed college units must continue education and obtain a minimum of an associate degree within three years of hire as a condition of employment.
Degree attainment progress reports will be required.

*Preferred Criteria*: Bachelor’s degree in a related field.
Bilingual (English/Spanish) skills.
Experience determining eligibility for a public assistance program.
*Knowledge and Abilities:* Ability to effectively read, write, and speak English.
Knowledge of social service functions and activities.
Working knowledge of relevant public and private community agencies.
Ability to maintain records.
Ability to exercise sound judgment and initiative.
Ability to effectively coordinate and monitor the work of others.
Ability to effectively train, supervise, and evaluate the performance of specialists.
Ability to maintain strict confidentiality and be sensitive to different cultural beliefs and practices.
Ability to monitor, analyze, and evaluate program system or procedure design and make suggestions for appropriate changes.
*Physical Abilities:* Ability to effectively use hands and fingers in the use of computer keyboard and other office machines and for completing required regular paperwork.
Ability to clearly see detailed documents and reports.
Ability to safely drive company or own vehicle.
*License or Other Requirements:* Must have access to a dependable auto with appropriate insurance coverage and possess a valid state of California driver’s license.
Must submit to a job-pertinent, agency-paid pre-employment physical examination.
Employment is conditional pending satisfactory results of physical examination.
