Very cool Vintage New In Box AMP Incorporated Modular Plug Connector Terminating Tools with Base Part Number 231652 Hand Tool with Instruction sheet.
crimp hand tool - strip and crimp.
Amp 231652 extremely high accuracy Calibrated stripper and crimper in one.
It looks like it hasn't been used much and could be brand new but does look like it has some slight rust and could use a good cleaning.
You are welcome to test it out to make sure it works as I am no expert and have not tested it.
