The City of Oxnard's Public Works Department is seeking an HVAC Mechanic to install and repair various heating, ventilation, and air conditioning systems.
The main duties include locating and diagnosing maintenance problems on equipment and quickly performing emergency repairs.
WHAT YOU'LL DO: Perform the full array of duties assigned to classes in the HVAC Technician series including maintaining and servicing of heating, ventilation and air conditioning equipment.
Demonstrate a full understanding of applicable policies, procedures and work methods associated with assigned duties.
Perform routine preventative maintenance measures and services to assigned heating, ventilating, air conditioning and related equipment and updates or provides necessary reports and documentation.
Perform prompt repairs to malfunctioning equipment.
Maintain equipment and equipment rooms to ensure a safe and clean environment.
Maintain adequate supplies on-hand to facilitate timely and effective repairs.
Obtain bids from vendors and contractors for major equipment repairs and oversee contractor work.
Perform programming functions for computerized clock systems such as holidays and special events for building heating and air conditioning systems.
Perform installation of HVAC equipment, ductwork, air compressors, sheet metal fabrication, braze & solder pipework, and related equipment, in accordance with industry standards and manufacturer instructions.
Maintain EPA certification for refrigerant recovery and use.
Inspect and repair gas-fired furnaces, space heaters, hot water pumps and boilers as required.
Perform maintenance work on air compressor systems.
Respond to questions and concerns from the general public; provide information as is appropriate and resolve complaints.
Payroll/Classification Title: HVAC Mechanic SUPERVISION EXERCISED / SUPERVISION RECEIVED: Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.
DISTINGUISHING CHARACTERISTICS: This is a stand-alone classification in the Trades job family.
WORK SCHEDULE: The normal work week is Monday through Thursday, 8:00 AM to 6:00 PM and alternating Friday's 8:00 AM to 5:00 PM.
Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours, including weekends.
In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.
This position is governed by overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.
Essential Functions (This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
) Performs skilled maintenance and service of HVAC systems and equipment which may include: chillers, boilers, humidifiers, package gas electric air conditioning systems, package heat pump air conditioning systems, split air conditioning systems, air handlers, air compressors, pumps, air fans, thermostats, timers, pneumatic controls and other related equipment.
Adheres to safety policies and procedures Troubleshoots equipment and system issues; monitors equipment/system energy efficiency; inspects and replaces parts and materials such as required belts, filters, pulleys, sheaves and refrigerants; maintains and cleans outdoor coils and condensers and clears drain lines; repairs and maintains ventilation ductwork and supply and return registers.
Purchases supplies, parts and materials for maintenance and repair work; monitors supply levels and recommends parts/equipment purchases; assists with furniture moves and routine cleaning/maintenance as required.
Maintains activity records, logs, files and documentation; provides assistance with special projects, remodels and other programs; assists in coordinating and directing contracted work.
Performs other duties of a similar nature and level as assigned.
Minimum Qualifications The following are the minimum qualifications necessary for entry into the classification: Education: High School Diploma or GED One (1) year of vocational/technical training in HVAC systems/refrigeration Experience: Three (3) years of HVAC experience License/Certifications: Valid Environmental Protection Agency 608 Universal Certification within one year of hire Valid California Class C Driver’s License with a satisfactory driving record OTHER REQUIREMENTS: Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55.

Vacation Time: Full time employees accrue vacation time at a rate of 4.

Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.

Educational Incentive:For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.
5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.
Health and Dental: Employees can choose from a variety of medical plans provided by the City.
The City's contribution to medical coverage is outlined below:Level One – For employees hired before January 1, 2023, the City contributes $1,543.
00 per month toward medical insurance premiums and an additional $74.
21 per month toward dental insurance premiums.
Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.
00 per month.
Employees who waive medical insurance will receive cash back in the amount $1,243.
00 per month provided they provide proof of other qualifying coverage.
Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.
00 towards medical insurance premiums with no cash back.
Employees who waive medical insurance will receive $500.
00 per month cash back provided they show proof of other qualifying coverage.
The City will continue to provide $74.
21 per month towards dental insurance.
Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Deferred Compensation: The City contributes 1% to a deferred compensation program.
Tuition Reimbursement: Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.
Holidays: The City observes 12 holidays per year
