Rescue Mission Alliance (RMA) is a Christian non-profit organization that has been serving the less fortunate in Southern California through emergency and long-term rehabilitation services since 1972.
RMA partners with local churches to meet the spiritual needs of the people we serve at locations in four counties.
RMA Administration provides centralized Finance, Human Resources, Information Technology, Donor Development, Mission Support and Operations services.
Summary The Human Resources Benefits and Payroll Specialist collaborates with HR and RMA business leaders and team members across the organization.
The Human Resources Benefits and Payroll Specialist will serve as an advisor and liaison to local management and is responsible for overseeing the Employee benefit program and payroll functions.
This position will have the opportunity to work on strategic initiatives and develop solutions for the organization in addition to managing compliance with policies, laws, ordinances, regulations, and industry trends; and serving as a HR subject matter expert.
Additional responsibilities include compliance and HRIS administration.
This position will also assist Managers and Supervisors in making decisions related to Benefits and Payroll matters.
This is a full-time, exempt position located in Oxnard at Corporate Headquarters and reports to the Chief Administrative Officer/Vice President of Human Resources and the HR Business Partner.
Compensation is commensurate with skills and experience.
This position is benefits-eligible according to applicable guidelines.
Essential Duties & Responsibilities Build effective and productive working relationships with internal stakeholders and clients, at all levels of the organization.
Advises employees and supervisors regarding HR policies, procedures, and practices to ensure compliance with all federal, state and local employment laws and regulations; collaborates within HR team to ensure consistency across the organization.
Responsible for the administration and documentation of all salaries, wages, incentives, bonuses, deductions (i.
e.
, payroll taxes, garnishments, 401k, social security, benefits, etc.
).
Processes payroll and completes payroll audit; manages payroll processing system including manual salary deposits, tax calculation, payroll reconciliation, employee information updates; monitor and track vacation and sick hours for all employees.
Generates pay data reports as requested; collaborates with other departments as needed; identify, research, and resolve issues related to all payroll, benefits, and HR activities.
Plans and promotes company-wide benefits initiatives such as open enrollment, information webinars and meetings; serves as primary administrator for employee benefits and the processing of new hires, terminations, life events, reporting, etc.
; performs regular audits of employee benefits, review billing reports, addressing, and resolving discrepancies.
Manages leave of absence requests, coordination, and monitoring in accordance with state and federal laws; coordinates communication relating to leave requests, approvals, and return to work; maintains leave records.
Assists with onboarding and offboarding efforts; audit personnel files in accordance with RMA policy, federal, and state laws.
Serves as a resource to all employees on HR-related questions and concerns; escalates time sensitive concerns and critical issues to manager; maintains updated employment and payroll law knowledge, trends, and best practices.
Manages and maintains the Human Resources Information System (HRIS) including payroll, hiring, on-boarding, performance, and benefits; makes recommendations on process improvements and efficient administration of HRIS and HRIS-generated reports.
Analyze trends and data insights to develop solutions, programs, and policies.
Manage benefit program; Ensure that benefit information is communicated both timely and accurately.
Coordinates with insurance brokers, carriers and other outside sources that provide HR related services.
Reports regularly on all HR activity including, but not limited to turnover, hiring and other critical metrics.
Promotes a hands-on, customer service HR environment that involves on-site visitation and problem-solving at all RMA locations frequently.
Assists with development and improvements of HR department processes and procedures.
Other Duties & Responsibilities Occasional travel may be required, including travel between RMA locations.
Demonstrating "Servant Leadership" in actual everyday situations in alignment with RMA’s Mission/Vision/Values.
Promote RMA Safety Program and ensure compliance, model safe work practices, provide safety training and recognition for safe behavior and practices.
Qualifications Committed Christian active in their local evangelical church and in agreement with RMA’s statement of faith.
3 – 5 years of progressive experience in Human Resources positions.
Bachelor’s degree or equivalent in human resources, labor relations or related field and/or SHRM-CP, PHR/SPHR certification preferred.
Demonstrated working knowledge of payroll processing, payroll processing systems (i.
e.
, ADP Workforce Now), and current payroll laws.
Demonstrated working knowledge and strong understanding of benefits and leave of absence planning and administration.
Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
Valid CA driver’s license and insurable under RMA.
Bilingual in Spanish Preferred Skills Knowledge and experience in employment law, compensation, benefits, employee relations, training, and development.
Strong analytical skills, people skills (i.
e.
, emotional intelligence); ability to think critically and creatively in a fast-paced, changing environment, and implementing needed policies and processes.
Knowledge and experience with implementing, operating, and maintaining an HRIS database.
