Under general supervision, Court Collection Officer classification typically exercises considerable judgment and tact in locating debtors, researching debtors' assets, evaluating their ability to pay, applying laws and procedures and securing cooperation from debtors in collecting delinquent accounts, and initiating legal action to collect debts.
Performs related duties as requiredDISTINGUISHING CHARACTERISTICS: The Court Collection Officer classification differs from the Collection Fiscal Assistant classification in that the latter is primarily responsible for processing citation fees or fines received by the collections unit.
Court Collection Officer I is the entry level classification of this series.
Incumbents gain experience and demonstrate competency in collections, practices and techniques within court collection, while learning about the court's various functions and operations.
Court Collection Officer II is the journey-level classification of this series.
Incumbents manage a full case load within the area of court collections account specialization.
Court Collection Officer III is the advanced journey level classification of this series.
Incumbents in this classification are expected to perform the full range of specialized collection officer duties and have fully developed technical expertise, requiring the application of a broad range of knowledge of the various functions of the collection unit and court operations.
EXAMPLE OF DUTIES Manages a caseload of collection accounts, in accordance within the limit and scope of the authority and responsibility of this classification and in accordance with government standards, laws, regulations, court procedures and policies, while being held to production standards.
Locates debtors contacting relatives, neighbors, and employer(s) or through researching DMV records, court documents and other online resources.
Evaluates payment history and verifies client information (e.
g.
, address, employment, earnings/assets, and bank records pertinent to the collection of court fines and fees.
).
Contacts debtors to modify payment schedules, update case records in the court's database, explain diligently, tactfully and diplomatically their legal obligations, any penalties for and consequences of non-payment, and regulations/rules/procedures related to payment of account.
Reviews debtor's delinquent account records to determine balance; evaluates changes in financial status and analyzes account to provide client with payment and fee/penalty information and to determine the need for payment plan modification, civil and/or criminal legal action.
Utilizes an automated telephone dialing system to receive inbound and place outbound calls.
Prepares routine correspondence and reports.
Maintains the confidentiality of all records, documents, and information in accordance with government standards, laws, regulations, processes, procedures and policies.
Schedules court appearances for defendants.
Performs financial intake reviews with clients which include, but are not limited to, establishing payment arrangements and explaining terms and conditions of probation.
Follows directions and carries out oral and written instructions related to assigned unit or other areas encountered during course of work.
Establishes and maintains effective working relationships and communication with judicial officers, court employees, governmental agencies, members of the public and others encountered in the course of work.
Provides the highest quality of customer service by exercising tact, courtesy and excellent judgment at all times when communicating with members of the public and others encountered in the course of work from various socio-economic background.
OTHER DUTIES: Performs back-up for other desks and provides support for other collection staff; which may require travel to other court locations as needed.
